David Pepper: President of Harry Pepper & Associates

David Pepper
President / CEO

David has over 35 years of construction service experience ranging from assistant superintendent, superintendent, assistant project manager, and project manager. He became President / CEO of HPA in 1991.

Under David's leadership, HPA has performed a wide variety of MEP design/build service projects for the U.S. Navy, Army Corps of Engineers, South Florida Water Management District, Miami Dade County, and other agencies and local municipalities.

  

Willie Dobes: Executive Vice President of Harry Pepper & Associates

Willie has been with HPA for over 29 years, working his way up through the ranks from a plumber/pipefitter position to foreman, superintendent, project manager, chief estimator, VP of Procurement, and ultimately to his current position as our Executive Vice President / COO.

With his experience, Willie has an intimate knowledge of the construction industry and the inner-workings of project management, contract negotiations and construction estimating.
